| Spain raises stakes on building and battery waste Posted: 07 Feb 2008 05:12 PM CST The Spanish government has approved a law introducing producer responsibility for building and demolition waste. The move, taken last Friday, is a response to unforeseen rises in waste generation caused by Spain's recent construction boom and goes beyond any requirements in EU law. Currently 90 per cent of construction waste ends up in landfill or fly-tipped and only five per cent is recycled. Under the new law contractors will have to make plans to minimise waste generation and separate the waste to facilitate recycling. Waste handling costs will have to be factored into bills. Public building projects will have to use recycled materials. Also on Friday the government announced transposition of the 2006 EU battery waste directive. Spain will raise waste collection rates from 18 per cent currently to 25 per cent by 2011 and 45 per cent by 2015, in both cases nine months ahead of the EU deadline. In addition it has set a 95 per cent collection target for industrial and car batteries by 2011, which the government claims is more stringent than required under EU law. | Italian waste sector unlikely to meet targets Posted: 07 Feb 2008 04:09 AM CST The Italian waste sector looks likely to miss a national target to separately collect and recycle 40 per cent of municipal waste by December 2007, data for 2006 suggest. Figures released by environment agency Apat on Tuesday show the average recycling rate rose marginally to 25.8 per cent compared with 2005. Northern municipalities recycled nearly four times as much as southern ones. Waste generation rose by 2.7 per cent to 32.5m tonnes in 2006. Landfill accounts for nearly half of waste treatment.
