A guide to help plastics recyclers achieve top materials prices, while maximising transport efficiency has been launched by plastics recycling advisors Recoup. The publication Domestic Mixed Plastics Packaging � Recycling Guide focuses on the �big opportunities� and issues that have come with the growth in local authority collections. It sets out specifications to identify which plastics can currently be recycled and suggest ways to minimise contamination. Recoup director of business development Stuart Foster said: �Recoup works in partnership with our members and organisations from across the industry, in the UK and Europe. develop efficient plastics packaging recycling schemes, of which �domestic mixed plastics packaging recycling� is the next big opportunity. 'This is a just a starting point. The guide will be updated in accordance with the progress in the UK and Europe. If we can work towards a common goal and a common guide then that would be to the benefit of all. Equally we welcome comments on the document and for those who would like to support the document we are happy to add your company logo.�European commission launches retail forum to promote sustainable products

The European Commission and the European retail sector have launched the Retail Forum as part of a plan to promote more sustainable products, including products made from recycled materials. The Forum is voluntary and is open to all retailers who join the Retailers� Environmental Action Plan, which is an EU strategy for sustainable production and consumption. The British Retail Consortium is part of the Forum. Environment Commissioner Stavros Dimas said: �Retailers can make a major contribution to the achievement of more sustainable consumption and products they choose to stock and promote. By bringing the retail sector together with other relevant stakeholders, the Retail Forum can help accelerate this process.� Consumer Commissioner Meglena Kuneva added: �If we really want consumers to buy green, the sustainable choice must be an easy choice. Product information must be clear, and sustainable products must not be a luxury option. European retailers are in a unique position to help us get there. They are part of consumers� everyday life and can have an immediate impact on the choices they make.� The Forum will meet every quarter. Its first working meeting is scheduled for 1 April.EU Environment Council focus on waste and recycling in Brussels

The European Union Environment Council has put recycling and waste issues at the top of the list in this year�s spring discussions in Brussels. The Environment Council is comprised of environmental ministers from across the EU who meet up to four times a year. At the Environment Council meeting (2 March) ministers said that the Commission should take measures to ensure that credit is available to help develop renewable energy sources and recycling activities. Environment Secretary Hilary Benn, Energy and Climate Change Secretary Ed Miliband and Welsh Assembly Minister for Environment Jane Davidson all attended the Council meeting. The Council stressed that priorities should include modernising Europe�s infrastructure under the European Economic Recovery Plan. Members said that the European Commission should take full advantage of the potential green investments in waste management including recycling and renewable energies. The Commission should explore measures to �promote a reduction in the use of materials, and to encourage their reuse and recycling, including where appropriate, through the setting of targets to boost the demand for recycled materials and products, including through the Lead Market Initiative [EU policy action] on recycling, and to encourage the more sustainable use of renewable raw materials�. The Commission also stressed the �importance of encouraging high quality recycling markets in the EU and maintaining public confidence in these markets�. It requested for the member states to continue to monitor recycling markets and �as a matter of urgency, to propose, as appropriate, short-term and long-term policy measures that could, on the basis of an analysis of recycling markets� and once economic conditions improve, achieve sustainable growth and retain employment in the sector�. The Council added that the Commission should recognise the importance of enforcing waste and recycling legislation, such as the new Framework Directive on waste adopted in November 2008, to achieve high rate of reuse and recycling rates. The Council took note of the fall in demand for recycled materials as a �large number of delegations expressed concern at this situation and the need for short and long-term measures to address it�. Czech environment minister Martin Bursik has proposed a new law on waste intended to fix many shortcomings of existing legislation. Among other things, the law would help reduce the amount of household waste going to landfill and simplify legislation. Mr Bursik wants to encourage the separation of waste by proposing that local fees for waste collection be directly tied to the amount of waste produced. The new law would also tighten the requirements for landfill operations and increase the powers of regional authorities. From 2011 there would be a gradual increase in fees that landfill operators will have to pay for each tonne of landfilled municipal waste. The law would also ban free plastic bags at retail stores but it would be up to retailers to decide how much they would charge per bag. Small and medium size companies dealing with waste would also receive financial support through tax breaks and reduced social security and health insurance costs. Mr Bursik also said his department was working with the transport ministry to promote recycling through public procurement, for example contracts to build noise screens from recycled plastic for motorways and railway routes. The Czech finance ministry is also considering applying reduced VAT rates to waste management services and the Czechs are pushing for VAT cuts for recycled products at EU level, Mr Bursik said. A new EEA report 'Waste without borders in the EU' examines the increase in cross-border waste shipments and the drivers behind them. It also reveals that the number of reported illegal shipments of waste is increasing. But while the European Union can do better in tracking electronic waste as well as other hazardous and problematic "waste streams", almost all waste generated in the EU that needs to be disposed is in fact disposed within EU borders The [url=http://www.eea.europa.eu/publications/waste-without-borders-in-the-eu-transboundary-shipments-of-waste]new EEA report[/url] is published in the week that European Ministers for the Environment discussed plans to support waste management and recycling industries. These make a significant contribution to the EU economy and provide an estimated 1.5 million jobs �mostly in small and medium-sized enterprises. The current economic downturn has slowed down demand for recycled materials resulting in a global surplus of waste collected for recycling. At the same time, the increased cross-border waste shipments show that during the last years, a European and global recycling market has developed. Valorizzazione e recupero di pneumatici fuori uso: confermata per il 25 - 27 Marzo 2009 a Bruxelles la "16a Conferenza Europea sul Riciclo dei Pneumatici" organizzata da ETRA (European Tyre Recycling Association).
Confermato l'annuale appuntamento degli esperti del settore del riciclo dei pneumatici usati a Bruxelles per discutere di "Economia della Società del Riciclo". La crescente importanza del recupero dei materiali nell'attuale sistema economico è alla base della necessaria riflessione su questi argomenti e sui futuri sviluppi tecnologici e del Mercato. Una Conferenza con ricerche e studi significativi sull'utilizzo dei materiali ottenuti dal riciclaggio del pneumatico per produrre applicazioni innovative relative al settore stradale e ingegneria civile, bitumi e asfalti contenenti gomma, edilizia e calcestruzzo, materiali compositi, termoplastici, isolanti termici e acustici.
